Overview
BIS Scheme-X Certification is a mandatory compliance framework introduced by the Bureau of Indian Standards (BIS) to regulate the quality, safety, and performance of specific machinery and electrical equipment in India. Established under the BIS Act, 2016 and the Conformity Assessment Regulations, 2018, the scheme was officially launched on 16th March 2022, with its detailed operational guidelines later published on 11th July 2025.
The certification applies to products notified under the Omnibus Technical Regulation Order, covering critical industrial equipment such as pumps, compressors, transformers, switchgear, and industrial motors. Before being imported, sold, or used in India, these products must meet the prescribed Indian Standards (IS) to ensure they are safe, reliable, and efficient.
The primary objective of BIS Scheme-X is to minimize risks associated with industrial equipment failures, which can lead to operational losses, safety hazards, and regulatory penalties. By enforcing compliance with Indian Standards, the scheme enhances product credibility while supporting broader regulatory frameworks like the CMVR Rules for automotive components and other sector-specific directives.
For manufacturers and importers, BIS Scheme-X involves mandatory product registration, testing in BIS-recognized laboratories, and certification approval before the product enters the Indian market. This ensures faster market access, consumer confidence, and alignment with India’s commitment to global quality benchmarks.
Get Service NowWhat is BIS Scheme-X?
BIS Scheme-X is a certification scheme introduced by the Bureau of Indian Standards (BIS) to regulate and monitor the quality of specific machinery and electrical equipment in India. It was established under the BIS Act, 2016 and the Conformity Assessment Regulations, 2018 to ensure that industrial products comply with the prescribed Indian Standards (IS) before they are imported, manufactured, or sold in the country.
Unlike voluntary certifications, Scheme-X is mandatory for all notified products listed under the Omnibus Technical Regulation Order. These include critical equipment such as pumps, compressors, transformers, switchgear, industrial motors, and other machinery where failure could cause safety hazards or economic losses.
In simple terms, BIS Scheme-X is a regulatory mechanism designed to make sure industrial equipment entering the Indian market is safe, reliable, and efficient. It safeguards both consumers and industries by minimizing risks and ensuring uniform quality across the sector.
Why BIS Scheme-X Certification is Important
BIS Scheme-X Certification is crucial because it ensures that machinery and electrical equipment meet Indian safety and quality standards before being imported, sold, or used in the country. It helps prevent equipment failures that can cause financial losses, downtime, or safety hazards in industrial operations.
The certification also protects businesses from penalties and restrictions while enhancing market credibility and consumer trust. By complying with BIS standards, manufacturers and importers gain faster market access, smoother government approvals, and a stronger reputation in competitive sectors.

Scope of BIS Scheme-x Certification
BIS Scheme-X covers a broad range of machinery and electrical equipment that must meet India’s mandatory safety and performance standards as notified under the Omnibus Technical Regulation Order. It ensures products are designed, manufactured, and tested to deliver safe operation, long-term reliability, and compliance with regulatory requirements before they reach the market.
The scheme is applicable to industrial products such as pumps, compressors, cranes, transformers, rotary electrical machines, switchgear, and similar equipment used in manufacturing, construction, and energy sectors. These categories are tested for build quality, safety features, and adherence to approved technical specifications.

Under Scheme-X, safety requirements are divided into three categories:
- Type A – General Safety Standards:
Covers safe machinery design, hazard reduction, and risk assessment principles.
- Type B – Specific Safety Standards:
Focuses on specialized aspects like ergonomics, protective devices, and specific operating conditions.
- Type C – Machine-Specific Standards:
Provide precise safety rules for particular machines, taking priority over Type A or B when applicable.
Manufacturers can choose between continuous production licensing or batch-wise Certificates of Conformity based on their production model. Compliance with BIS Scheme-X not only ensures legal approval but also strengthens brand reputation, customer confidence, and market acceptance.
Types of BIS Scheme-X Certificates
BIS Scheme-X, also referred to as the Certification of Machinery and Electrical Equipment, is designed to ensure that machinery and electrical products meet the safety and quality requirements specified under relevant Indian Standards (IS). This scheme offers two distinct certification pathways, allowing manufacturers to choose the one that best suits their production model.
- 1. License for Continuous (Series) Production:
This certification type is ideal for manufacturers engaged in ongoing or large-scale production. Once granted, it permits the manufacturer to apply the BIS Standard Mark on every unit produced under the approved product category. It ensures uninterrupted manufacturing and sale in the Indian market while maintaining strict adherence to BIS regulations.
- 2. Certificate of Conformity (CoC) for Batch or One-Off Production:
The CoC pathway is intended for manufacturers producing limited quantities, single batches, or one-time prototypes. Each certified product or its packaging must display the CoC number, and a copy of the certificate should accompany the product for compliance verification. This option is particularly useful for customized, project-specific, or small-volume production runs.

Regardless of the certification type chosen, all manufacturers must first register with the Bureau of Indian Standards and ensure their products undergo mandatory testing in BIS-recognized laboratories. Selecting the right pathway not only ensures smooth regulatory approvals but also enhances market credibility and consumer confidence in the product’s quality and safety.
Process of BIS Scheme-X Certification:
Getting BIS Scheme-X certification is a structured process designed to ensure that machinery and electrical equipment comply with Indian safety and quality standards under the Omnibus Technical Regulation Order.
Step-by-step process for BIS Scheme-X certification:
- 1. Check Product Eligibility:
Verify if your product falls under the notified list of machinery or electrical equipment covered in the Omnibus Technical Regulation Order and requires Scheme-X certification.
- 2. Prepare Documentation:
Collect all required documents, including business registration, product specifications, manufacturing process details, factory layout, and existing test reports.
- 3. Compile Technical File:
Prepare a structured technical file with compliance data, product drawings, test reports, quality control records, and raw material details to demonstrate full regulatory conformity.
- 4. Submit Application to BIS:
File your application via the BIS Manak Online portal and pay the prescribed fees. Ensure that all information is accurate to avoid delays.
- 5. Factory Inspection & Sample Testing:
BIS officials visit your facility to check production processes, verify documents, and collect product samples for testing at BIS-approved laboratories to confirm standard compliance.
For domestic manufacturers, BIS may conduct a 2-day inspection; for foreign manufacturers, it’s typically 3 days. - 6. Grant of Certification:
Upon successful verification, BIS issues a License or Certificate of Conformity, authorizing you to apply the BIS Standard Mark on your products for legal market entry.

General Timeline:
- For Domestic Manufacturers:
Processing typically takes 2–3 months, depending on product complexity, documentation readiness, testing schedules, and audit logistics.
- For Foreign Manufacturers:
Processing typically takes 4–6 months, depending on product category, document readiness, audit scheduling in the foreign country, customs clearance for sample shipments, and laboratory testing timeframes.
For complex products or cases requiring multiple audits, the certification period may extend further.
Note: The BIS Scheme-X process may vary slightly depending on the product category, manufacturing location, and compliance history. For foreign manufacturers, appointing an Authorized Indian Representative (AIR) is mandatory to coordinate with BIS during the application, inspection, and certification stages. Providing accurate documentation at every step ensures faster approvals and avoids unnecessary delays.
BIS Scheme-X Certificate Validity & Renewal Process
Maintaining Scheme-X certification ensures that your machinery and electrical equipment remain compliant with Indian safety and quality standards. Licences for continuous production can be renewed to extend validity, while Certificates of Conformity (CoC) apply to one-time or batch production without renewal. Regular verification of test reports and adherence to BIS guidelines is essential to keep your products legally approved and market-ready.
- Licence Duration and Renewal:
Licences for continuous production are typically valid for 3 to 6 years. Renewal can be applied for the same duration to maintain uninterrupted compliance.

Differences Between BIS Scheme-I & Scheme-X
The Bureau of Indian Standards (BIS) has introduced different certification schemes to address the diverse needs of manufacturers and importers. While Scheme-I (ISI Mark Certification) and Scheme-X (Special Certification Scheme) both ensure compliance with Indian Standards, they serve different categories of products and industries.
BIS Scheme-I:
- BIS Scheme-I focuses on regular, large-scale consumer and industrial products with ISI marking for trade.
- Covers consumer products such as electronics, home appliances, and general industrial goods.
- Products certified under this scheme carry the ISI Mark.
- Applicable to both Indian and foreign manufacturers.
- Certification involves factory audits and product sample testing.
- Process is relatively faster and cost-effective compared to Scheme-X.
- Best suited for mass-market consumer goods with moderate risk levels.
BIS Scheme-X:
- BIS Scheme-X focuses on specialized, high-risk equipment, suitable for one-time or project-based approvals.
