Deity has notified “Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012” mandating fifteen categories of electronics items under the Compulsory Registration Scheme of Department of Consumer Affairs based on their compliance to Indian safety standards. This scheme has come into effect on 03rd July 2013. The products covered under the notification are Laptops, Tablets; TVs and Monitors with large screen size; Amplifiers, DVD Players and Music Systems of high capacities, Printers, Scanners, Plotters, Telephone Answering Machines, Automatic Data Processing Machines largely covering Servers and Storage Devices (Total 15 items). Bureau of Indian Standards Rules includes the following products to the Schedule of the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012, namely:


Equipment Type Approval: ETA is mandatory for all de-licensed frequency band products in India and it can be obtained from any of the "Regional Licensing Offices" of WPC by submitting the below documents for the approvals.

  • Complete filled Performa application
  • Technical literature/specification of the equipment RF test reports from accredited labs


BEE does both regulatory and promotional activities. As part of regulatory activities it does following:

  • It sets performance standards for appliances and designs labeling scheme for the same. The star rating of various appliances like AC, Refrigerators, Fans, Pumps, Water Heaters, etc is part of this mandate that they have.
  • They develop energy efficiency code for buildings and Industries.
  • They certify Energy Managers and Energy Auditors who can perform energy audits.
  • They develop norms for energy consumption.


An import license is a document issued by a national government authorizing the importation of certain goods into its territory. Import licenses are considered to be non-tariff barriers to trade when used as a way to discriminate against another country's goods in order to protect a domestic industry from foreign competition.

Each license specifies the volume of imports allowed, and the total volume allowed should not exceed the quota. Licenses can be sold to importing companies at a competitive price, or simply a fee. However, it is argued that this allocation methods provides incentives for political lobbying and bribery. Government may put certain restrictions on what is imported as well as the amount of imported goods and services. For example, if a business wishes to import agricultural products such as vegetables, then the government may be concerned about the impact of such importations of the local market and thus impose a restriction.


Import license is mandatory for shipment of any wireless equipment (whether licensed or de-licensed frequency band products). Below documents are required for obtaining the license:-

  • Duly filled application Copy of Signed "Purchase Order" from the applicant to foreign supplier
  • Technical literature/ specification of the equipment regarding the band of frequency, power etc should be furnished and match with decision letter.
  • Copy of ETA of the wireless equipment
  • Copy of the valid “Dealer Possession License” in case of licensed frequency band equipment


The EU RoHS Directive (2011/65/EU) restricts the maximum allowable levels of lead (Pb), cadmium (Cd), mercury (Hg), hexavalent chromium (Cr6+), polybrominated biphenyl (PBB) and polybrominated diphenyl ether (PBDE) flame retardants to 0.1% or 1000 ppm (except for cadmium, which is limited to 0.01% or 100 ppm) by weight of homogeneous material in electrical equipment and electronic products. In order to manufacture these products within or import into the European Union, manufacturers are responsible for providing due diligence documentation.

Since the adoption of EU RoHS, a number of other jurisdictions have, or are in the process of creating, similar Restriction of Hazardous Substances (RoHS) legislation including China RoHS, Korea RoHS, California RoHS, Taiwan RoHS, Turkey RoHS, and India RoHS.

What is CB Certification

The IEC System for Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE) Certified Body (CB) Scheme is the world’s first international system for the mutual acceptance of product safety test reports and certificates for electrical and electronic equipment, devices and components. Based on the use of internationally-accepted product safety standards, the CB Scheme relies on a global network of CB testing laboratories (CBTLs), who are responsible for testing products to applicable technical standards. Product test results are then submitted to national certification bodies (NCBs) in CB Scheme member countries, who can authorise legal access to CBTL-tested products without additional testing.

Key steps in the CB Scheme

A manufacturer submits product samples to a CBTL for testing to product-specific IEC standards, as well as any technical deviations from IEC standards that apply in those countries identified for certification.

The CBTL conducts product testing to assess compliance with the applicable technical requirements. If the product meets all technical requirements, the CBTL issues a CB Test Report and Test Certificate to the product’s manufacturer.

The manufacturer then submits a sample of the product, along with the CB Test Report and Test Certificate, to NCBs in target countries to obtain national certification. This certification confirms that the product conforms with national technical requirements, allowing legal access to that market.

CB Full Certification Scheme (CB-FCS)

The International Electrotechnical Commission (IEC) announced the introduction of the Certification Body Full Certification Scheme (CB-FCS), which operates within the scope of the IEC standards for electrical equipment accepted for use in the CB Scheme. Major benefits from the current CB Scheme to the CB-FCS include:

  • Introducing initial factory inspections
  • Accepting integrated components in appliances which have already been tested
  • Not requiring test samples to secondary bodies for national certifications

Bio-metric Devices Testing and Certification

The objective of Testing and Certification of Biometric Devices for UID project is to facilitate availability of quality assessed Biometric Devices to enrolment and authentication agencies. This certification scheme provides confidence that certified devices are reliable, safe, secure and meet the requirements.

Benefits of Certification

The main aim and objective of the scheme is to provide confidence to the user of the biometric devices that the certified devices are reliable, safe, secure and meet the requirements. At present the scheme covers fingerprint image scanners, Iris camera for enrollment and authentication devices.

This objective is attained by ensuring the biometric device suppliers are empanelled based on the following:

  • Suppliers are capable to supply Biometric Devices which meet the technical specification of UIDAI.
  • Suppliers have adequate systems and resources to support the implementation and usages of the devices by enrolment agencies which include but are not limited to training on process to enrolment agencies personnel, calibration and maintenance of devices.
  • In addition to subjecting biometric device to various tests, following demonstrable controls on device level, manufacturer level and supplier level will also be verified:
  • The devices are designed, manufactured and delivered to meet the technical requirements of UIDAI. Final test report and release note of the devices are available on demand.
  • The devices are manufactured at a facility having established Quality Management System (QMS).
  • Supplier has a system to provide confidence in the distribution and maintenance of devices.


ISI stands for the Indian Standards Institute, a body set up when India gained Independence to create standards needed for orderly commercial growth and maintaining quality in industrial production. By the mid-80s the country’s socio-economic climate had changed, triggering the need to set up a stronger body, the Bureau of Indian Standards (BIS), which then took over ISI. But the term "ISI mark" continues to be used to mean that a certain product conforms to the quality standards set up by the government.
